اختتمنا اليوم دورة تدريبية لـ10 من الناشطات الشابات في مجال الوساطة المحلية، في اطار مشروع تعزيز قدرات وجهود الوساطة المحلية للنساء في محافظة #تعز، الذي ننفذه بالشراكة مع مركز عدالة لدراسات حقوق الإنسان – الأردن وبتمويل من المكتب الإقليمي لهيئة الأمم المتحدة للمرأة.
اكتسابهن الوعي بحقوقهن ليس الإنجاز الأوحد الذي حققته النساء اللواتي أستهدفهن مشروع المرأة والسلام، فالإنجاز الأكبر الذي تحقق لهن تمثل في تمكنهن من تشكيل ملتقى السلام النسوي الريفي في مديريتي المعافر والشمايتين. وشكل مشروع المرأة والسلام الذي تنفذه مؤسسة شباب سبأ للتنمية بدعم من وكالة التنمية الدنماركية وبالشراكة مع منظمة أوكسفام، ملتقى السلام النسوي الريفي كمخرج لورشة “قيادة النوع الاجتماعي للمنظمات التي تقودها النساء/ منظمات المجتمع المدني في مديريتي المعافر والشمايتين” التي استهدفت الناشطات النسويات الريفيات، مع تمثيل لناشطي وناشطات المجتمع المدني في المديريتين. وجاء تشكيل الملتقى كإحدى الأدوات الضرورية التي من خلالها يمكن ايصال صوت وقضايا نساء الريف إلى صناع القرار وطاولة المفاوضات، مع الحاجة لوجود شكل يعزز ويسهل مشاركة النساء في حل النزاعات وبناء السلام على المستوى المحلي، إلى جانب الدفع بملفات الاحتياجات النسوية التنموية إلى الجهات المانحة والقطاع الخاص والسلطات الرسمية. تشكل الملتقى من نساء الريف المستهدفات في الورشة وعددهن 14 امرأة بواقع 9 نساء من المعافر و7 من الشمايتين لإيصال صوت المرأة الريفية ورفع فاعلية دور المرأة الريفية كعنصر أسياسي وتعزيز مشاركتها في بناء السلام وفي مختلف المجالات المجتمعية، وتوجيه السياسات العامة، ويهدف إلى رفع مستوى وعي النساء الريفيات سياسيا واقتصاديا، وتعزيز مبادئ ومفاهيم حقوق الإنسان لدى النساء الريفيات. وسيعمل الملتقى على برامج الحماية (توعية – دعم نفسي- حماية)، وبرامج الحقوق والمناصرة وفض النزاعات والوساطة وبرامج التمكين الاقتصادي وسيدات الاعمال، على أن يتم توسيعه ليشمل عدد أكبر من النساء الريفيات من مختلف مناطق مديريتي المعافر والشمايتين.
كانت أريج تنسج بالإصرار حكايتها بحثًا عن فرصة تمكنها من فتح أبواب التواصل مع السلطات المحلية في مديرية المعافر- في ريف تعز الجنوبي، حتى طرق بابها إعلان التقديم لمشروع المرأة والسلام الذي تنفذه مؤسسة شباب سبأ للتنمية بدعم من وكالة التنمية الدنماركية وبالشراكة مع منظمة أوكسفام. وتعيش النساء في مديرية المعافر جنوب غرب مدينة تعز، حالة من التهميش والمعاناة الإنسانية، ناتجة عن ظروف الحرب التي تعيشها اليمن منذ العام 2015م، وعن النظرة المجتمعية القاصرة لدور المرأة وكذا ضعف وعي النساء بحقوقهن وقلة من حصلن على التعليم والتأهيل منهن، وهو الأمر الذي جاء مشروع المرأة والسلام لتغييره. وهدف المشروع إلى إشراك النساء الريفيات في عمليات بناء السلام من خلال تعزيز قدرات النساء في ريف تعز بمديريتي المعافر والشمايتين في حقوق المرأة وبناء السلام ومواجهة العنف ضد النساء. أريج العبسي، واحدة من نساء المعافر اللواتي حصلن على التعليم ولم يحصلن على الفرصة، فهي على الرغم من أنها خريجة بشهادة بكالوريوس تربية لغة عربية ومولودة عام 1995، ومحاولاتها الحثيثة للمشارك في الأنشطة المجتمعية إلا أنها لم تتمكن من اجتياز عوائق المجتمع ونظرته القاصرة للنساء، وهو الأمر الذي حرمها من حقوق كثيرة، لم تكن تعي بعضها، خاصة وأنها أم لطفل وتقيم مع أسرتها في المعافر. تقول أريج العبسي – تقيم في منطقة النشمة، مركز مديرية المعافر: “فتح لي مشروع المرأة والسلام أبواب الاتصال والتواصل مع السلطات المحلية في المديرية والمحافظة وأيضا مع النساء المشاركات في عملية بناء السلام ممن وصلن الى المسار الثاني أو المسار واحد ونصف”. تغيير فريد وعن التغيير الذي صنعه مشروع المرأة والسلام في حياتها تقول أريج: “نظرتي لمشاريع بناء السلام تغيرت وعرفني بأهمية مسار بناء السلام في الفترة الحالية”. وتضيف: “رفع هذا المشروع طموحاتي من التفكير بالمشاركة في المسار الثاني بدلًا من التركيز على المسار الاول فقط، وجعلني احاول المشاركة في السلطة المحلية والمشاركة للتقديم في إدارة شؤون المرأة في المديرية”. وترجع عبير كل هذه التغييرات إلى الوعي الذي اكتسبته خلال ورش المشروع موضحة: “غير مستوى وعيي في الجانب الحقوقي والقانوني خصوصًا في مشاركة المرأة والشباب في عملية بناء السلام وذلك من خلال اتفاقية السيداو والقرارين 1325 و2250”. تحول مهم تمكن مشروع المرأة والسلام من إبراز وتحويل دور أريج العبسي من ناشطة مجتمعية إلى “دور أكثر أهمية من مجرد التعامل مع المجتمع وتلبية احتياجاته”، كما تقول، مضيفة: “صرت أسعى للوصول إلى منصب يمكنني من المشاركة في إدارة المديرية، وأصبحت أيضًأ أسعى إلى الوصول إلى موقع المشاركة في تشكيل السياسة العامة للبلد”. السلام النسوي الريفي ليس ذلك وحسب، فالإنجاز الأهم بالنسبة لأريج هو تشكيل ملتقى السلام النسوي الريفي الذي شكله المشروع في مديريتي المعافر والشمايتين، مضيفة: “تمكنت من التعرف والتشبيك مع النساء الريفيات، وتكوين شبكة علاقات جيدة مع النساء الفاعلات والنساء الناشطات والمؤثرات في مجال السلام والوساطة المجتمعية”. وتؤكد أريج: “أنشأنا ملتقى السلام النسوي والذي نسعى لجعله الصوت الموحد لنساء الريف ومن خلاله يمكنني تحقيق الكثير وأيضًا من خلال المشاركة في لقاءات مهمة مع مانحين وذلك للدفع بعملية صنع السلام”. لهن دور أيضًا ولم تنسى أريج أن تنقل ما استفادته للنساء الأخريات إذ توجه لهن رسالة تقول فيها: “إن دور المرأة في الوساطة المجتمعية وبناء السلام ليس مجرد كلام أو شيء سطحي بل إن له وزنه ونتائجه”، مؤكدة: “إن ثقلك كامرأة ريفية يجعل لدورك وزن كبير خصوصًا إذا كان النشاط والرأي الذي تحملينه يمثل الكثير من النساء في قريتك”.
تواصل مؤسسة شباب سبأ للتنمية تنفيذ مشروع المرأة والسلام في مديريتي المعافر والشمايتين في ريف محافظة تعز والذي تنفذه بدعم من وكالة التنمية الدنماركية وبالشراكة مع منظمة أوكسفام. وهدفت الورشة الأولى للمشروع إلى اكساب النساء الوعي الكافي بحقوق المرأة والمواثيق الدولية الخاصة بها وكيفية مشاركة النساء في بناء السلام لعدد 20 مشاركة من مديريتي المعافر والشمايتين. فيما هدف النشاط الثاني للمشروع إلى تعزيز قدرات السلطات المحلية في المديريات المستهدفة من خلال ورشة في كيفية الاستفادة من النهج القائم على حقوق الإنسان في مراعاة النوع الاجتماعي سواء أثناء التخطيط أو التنفيذ أو تقييم الاحتياجات لعدد 20 نساء و24 من ممثلي السلطة المحلية في المديريات و2 ممثلين عن المكاتب التنفيذية في المحافظة. وركز النشاط الثالث على إشراك النساء في المديريات المستهدفة بواقع عشر من النساء وستة من ممثلي منظمات المجتمع المدني، وتدريبهم في النهج التشاركي وبناء التحالفات والتشبيك والشرعة الدولية لحقوق المرأة ونبذة عن بناء السلام للخروج بخطة لإعداد قائمة احتياجات وخطة لتعزيز قدرات منظمات المجتمع المدني على المساهمة في تعزيز قيادة النوع الاجتماعي. وفي النشاط الرابع نفذت مؤسسة شباب سبأ جلسات منتديات المجتمع (مساحات آمنة) بواقع جلستين في كل مديرية تركز على التمكين الاقتصادي وحقوق المرأة والطفل والنوع الاجتماعي والمشاركة المجتمعية، واستهدفت الجلسات 24 شخصًا من النساء والنازحين والفئات المهمشة والضعيفة. وشملت الورش جلسات لنقل التجارب والخبرات من خلال استضافة ثلاثة من القيادات النسائية لإطلاع النساء المستهدفات عن تجاربهن في بناء السلام والمشاركة المجتمعية. وستشمل انشطة المشروع القادمة تنفيذ تدخلات نوعية تلبي احتياجات الفئات المستهدفة بالإضافة إلى حملات توعية مجتمعية. ويهدف مشروع المرأة والسلام إلى تعزيز التواصل بين المؤثرين الاجتماعيين من النساء والمنظمات والمؤسسات النسوية وبين الجهات المحلية وبين أعضاء السلطة المحلية على المستوى المحلي لتعزيز مشاركة النساء والفتيات والشباب والفئات المهمشة في تحديد الأولويات وفي صنع القرار من أجل السلام والأمن في مديريات المعافر والشمايتين.
